In 2005 California Governor Schwarzenegger committed the state to reduce emissions to 1990 levels by 2020, and to 80 percent below 1990 levels by 2050. The 2020 target represents approximately a 15 percent reduction from current emissions levels, while the 2050 goal implies a 90 percent reduction from 1990 baseline levels.

In 2006, the Governor signed the "Global Warming Solutions Act of 2006" which legally obligates the state to reduce greenhouse gas emissions to 1990 levels by 2020.
